Voltage is finally done and ready for release!

Description: This is my first project using VB.NET. I had a lot of help from the Microsoft Developer Network forums. A few users I would like to thank are Mr. Monkeyboy, Acamar, Devon Nullman, and Frank L. Smith. There are a few possible bugs in here. If you see any, feel free to point them out.
